Fairlawn City Council is poised to approve a 2013 budget that includes funding for some capital purchases and significant projects this year.
Jacob Kaufman, the city's financial analyst, said the appropriations show a 2.25 percent pay increase for city employees.

But the budget also reflects a major cost savings in what the city expected to pay for health insurance. While Fairlawn officials estimated employee insurance coverage would rise 10 percent this year, it actually only went up about 2 percent.
In the police department alone, that will mean a savings of $33,500 from what was originally budgeted this year.

Fairlawn passes temporary appropriations for the first three months of the year, the approves a final budget in March.
Some of the items in the capital budget include:
• 3 in-car video systems for the police department ($18,000)
• New pistols for police ($21,000)
• 2 thermal imaging cameras for the fire department ($20,000)
• 3 police cars and one detective car ($174,500)
• A GMC 1-ton truck ($85,000)
• Manhole rehab ($35,000)
• Surfacing at Griffiths Park ($120,000)
• ($250,000). This project is not yet budgeted, but will be when a contract is awarded.
• Road projects ($984,628)
