Fairlawn Firearms Instructor Accused of Conducting Improper Certification Classes

Summit County Sheriff's Department has suspended more than 200 concealed-carry permits.

A Fairlawn man has been arrested by the Summit County Sheriff's Department in connection with improperly conducting firearms classes that are a state requirement for concealed-carry permits. More than 200 permits based on the training have been suspended as a result.

Alvin Bagley, 58, of Cleveland-Massillon Road in Fairlawn has been charged with felony tampering with records. If convicted, the charge could bring a fine and/or jail time.

Summit Sheriff's spokesman Bill Holland said some of the classes were conducted at a Stark County Internet Cafe and a rehabilitation center in Fairlawn.

"The state requirement is 10 hours classroom instruction and two hours shooting and firearms operation instruction," Holland said. "It's hard to imagine how he managed to meet those requirements at a rehab center or cafe."

Holland said sheriff's investigators are reaching out to departments in Cuyahoga, Stark, Wayne and Medina counties because the certificates from Bagley's classes can be presented for a CCW permit anywhere in Ohio.

"All they have to do is go apply at jail," Holland said. "Mr. Bagley is a certified National Rife Association basic pistol course instructor."

Investigators said Bagley's clients include Matthew Warmus, a Green resident who is serving a life sentence for the murder of a Cleveland parking lot attendant in 2010.

in July 2003 Bagley was arrested by Akron police on a traffic stop and charged with illegally carrying a loaded firearm. Records indicate he pleaded guilty to a lesser charge and served 180 days in jail.

Anyone who was instructed by Bagley is asked to contact the department’s CCW office to determine what steps are necessary for them to be recertified. Suspended licenses will be reviewed on a case-by-case basis, Holland said. For more info call 330-643-2181.
