Mozingo offers wine tasting, and has a permit for that, but not to serve.

Mozingo is still working out the details, but she hopes to seat between 35 to 40 people and offer a food menu. Mozingo wants her customers to be able to hold special events at the bar.

"There's nothing like this in Fairlawn right now," Mozingo said. "It'll be something between a bar and a restaurant ... something cozy and comfortable where people can come to relax and enjoy good food and good wine."

Regency offers a large selection of wines and beers from around the world. Mozingo stressed there aren't many places that offer higher end Bordeaux, Burgundy or Italian wines.
